Lucknow, Oct 4 (Reporter) Uttar Pradesh Chief Minister Yogi Adityanath on Friday issued directives to link police personnel with 'e-pension'.
In a special meeting with all officers at the Additional Director General of Police (ADG) rank, the CM said that every police officer should receive timely promotions, have accurate details recorded on their character register, and be posted according to their qualifications and skills.
He highlighted the importance of ensuring that all dues are settled promptly upon retirement. He also directed that modern equipment be provided to police personnel and that arrangements for improved training be further enhanced.
During the meeting Yogi collected information from each ADG regarding the work done, innovations adopted, and achievements during their current posting period.
He said that improved communication and coordination among all police units is essential. "Whether it's the logistics unit, intelligence unit, SIT, crime, or PRV 112, while the units may differ, their common objective remains the same: to uphold law and order in the state. Hence, enhancing coordination among all units is crucial," he said.
The CM said that senior officers must arrive at the office on time ensuring that no file remains pending for more than three days in any office. "If any issues arise, they can schedule a meeting with the DGP office, the Home department, or me directly, but indecisiveness should be avoided. Files should not be left pending," he said.
He said that there is a need to increase field visits across many units. "The presence of an ADG level officer in the districts will positively influence subordinates. Officers should visit the districts to review work related to their unit and make improvements where necessary," he said.
Yogi said that there should be no shortage of logistics within the police force and regular reviews should be conducted. "Our police personnel must be equipped with modern equipment. Currently, there is a need for 40 additional horses for the Kumbh and the process for their purchase and training should be expedited. Additionally, the disposal of condemned weapons, which will be done for the first time in the state, should be handled with care," he said.
He said that with the changing times incidents of cybercrime have surged significantly. "We must remain vigilant at every level. There is a pressing need to raise awareness about cyber fraud. Seminars should be organised periodically for various groups, including teachers, entrepreneurs, businesspeople, and doctors, to educate them about cybercrime incidents and security measures," he said.
The CM said that cybercrime police stations are being set up in all districts and there should be no unnecessary delays in constructing their buildings. "Arrange human resources according to the requirements. The Union Government has proposed setting up a cyber forensic lab, so take necessary actions regarding this. Ensure that the cyber help desk is operational in every police station across all districts, with immediate responses to any complaints received. The government will provide all necessary support to enhance the resources of the Forensic Institute in Lucknow. Complete the remaining construction work as soon as possible," he said.
He said that all three new laws related to the country’s criminal justice system are now fully in effect. "Proper training should be continued in this regard," he said.
Yogi said that recently, cylinders, rods, and other objects have been discovered on railway tracks, along with incidents of stones being thrown at trains, which is concerning. "To address this issue, the GRP, RPF, Railway Administration, and Civil Police must collaborate effectively. Local intelligence needs to be further strengthened," he said.
He said that in the case of dependents of the deceased, changes in the rules should be considered keeping in mind the age of the dependent. "Rules for physical examination should be practical. Ensure that the cases of dependents of the deceased are disposed of within the stipulated time limit," he said.
The CM said that under special circumstances, PRV 112 has delivered excellent results with the average response time now reduced to 7.5 minutes. "In some districts, responses are being received within 3 to 5 minutes, which is satisfactory. However, with the aid of technology, this response time should be further minimised. It is essential to monitor and rectify the locations of PRV 112 vehicles. Both the Police Superintendent and the SHO will need to be held accountable for this. Increased activity is necessary. Identify black spots and deploy vehicles in those areas," he said.
He said that efforts must be taken to enhance the utility of Women Power Line 1090, along with increasing awareness in districts that are receiving fewer phone calls.
Yogi said that improved efforts are expected for the effective prosecution of cases. "Set specific targets for each district, make thorough preparations, and ensure that offenders are punished promptly. Additionally, local conditions should be assessed by visiting all districts regularly," he said.
He said that the personnel and establishment unit should maintain comprehensive records of each officer's commendable work and mistakes. "Officers and employees across all cadres should receive timely promotions based on their qualifications," he said.
The CM said that improvements are needed in commando training and energetic youth should be encouraged to participate. "Efforts should be made to further organise the police band. Work towards reducing the response time of the PAC flood unit," he said.
He directed to prepare to release the results of the police constable recruitment examination by the end of this month and expedite the recruitment process for vacant posts. "The integrity of the examinations must be ensured at all costs," he said.
Yogi said that traffic congestion is becoming a major issue in cities. "Efforts should be made to find solutions tailored to local conditions and an action plan should be developed in collaboration with local administration. Verification of e-rickshaw drivers is essential for security reasons and it must be ensured that minors do not drive e-rickshaws. The routes for e-rickshaws should be designated and taxi stands should not obstruct traffic," he said.
He said that regular health check-ups of police personnel deployed in VIP security should be conducted with preference given to younger personnel for such assignments. "Counselling should also be provided to ensure the ideal conduct of security personnel. At present, UPSSF is providing security to 10 airports. Shooting tests of its soldiers should also be conducted," he said...////...
