Shimla, Oct 25 (Reporter) In keeping with environmental considerations, Shimla Deputy Commissioner Anupam Kashyap has set specific timings for bursting of firecrackers during the Diwali festival.
The new directive mandates that firecrackers can only be burst between 8 p.m. and 10 p.m. on Diwali (Oct 31), strictly limiting the use to green or eco-friendly firecrackers, as per the Supreme Court guidelines (2019) 13 SCC 523.
Highlighting the growing concerns regarding air quality, Kashyap emphasized that only green firecrackers will be permitted for sale in areas where the air quality index is moderate or below.
These eco-friendly alternatives are expected to release fewer pollutants, contributing to lesser air pollution during the festival season. Additionally, other festive occasions such as Chhath, New Year's Eve, and Christmas will also see similar restrictions, limiting firecracker usage to a two-hour window.
The move aligns with the Environment Protection Act, 1986, under Section 15, to enforce stricter controls on air pollution, he added.
In case of violations, legal action will be taken under BNS 2023, Section 223, and other applicable laws. Authorities have committed to strict enforcement, with Shimla's Superintendent of Police and all Sub-Divisional Magistrates tasked to ensure compliance.
These measures reflect the city's commitment to reducing pollution and protecting public health, particularly for vulnerable populations, including the elderly and children, who are more affected by poor air quality.
