'Outcome Budget', an initiative to improve financial management

Patna, Mar 24 (Reporter) Bihar Finance Minister Samrat Choudhary said that the 'Outcome Budget' began from the year 2006-07, is an initiative to improve financial management. Choudhary tabled the Outcome Budget 2025-26 during the pre-lunch sitting in the state assembly on Monday. The Outcome Budget makes clear the possible physical achievement in important schemes, establishment and committed expenditure. According to Choudhary, the Outcome Budget has been given in the context of the expenditure to be incurred in the financial year 2025-26. Outcome Budget is a pre-expenditure medium, through which the utility of expenditure can be assessed by reviewing it after the expenditure. Transparency and accountability can be ensured in the financial transactions of the government through it, he added in a release. A provision of Rs 2,00,135.42 crore has been made in the establishment and committed expenditure which is 11.99 percent more than the financial year 2024-25 under the same category. According to the release, the provision in the annual scheme (including the amount of centrally sponsored schemes) is Rs 1,16,750.00 crore, which is 16.73 percent more than the annual scheme head of the financial year 2024-25. He said in the release that the total budget expenditure estimate for the financial year 2025-26 is Rs 3,16,895.02 crore, which is 13.69 percent more than the budget estimate for the financial year 2024-25. He said that the information about the schemes available in the budget booklet significantly helps in making citizens' "Right to Information" more transparent by providing important data and information.
