Bihar assembly adjourned till lunch due to opposition ruckus on various issues

Patna, July 24 (Reporter) The Bihar Assembly was adjourned till lunch on Wednesday following ruckus created by the opposition members on the issues on Special Category Status (SCS) to the state, Union budget and for inclusion of state’s 65 percent quota legislation in 9th Schedule of the Indian Constitution. As soon as the house assembled during the pre-lunch sitting, Speaker Nand Kishore Yadav took up the listed business for the day. The opposition insisted to accept their adjournment motions in view of them being of public interest. The speaker however suggested them to raise the issues at appropriate time to which the opposition members waving placards, posters and banners trooped into the well and shouted slogans against the government. Intervening, a visibly angry Chief Minister Nitish Kumar asked the agitating members to resume their seats and listen carefully. The members however continued the slogans from the well of the house. Kumar said that it was he who conducted the caste survey with the consent and support of leaders cutting across party lines. Based on the survey report, the reservation cap for SC, EBC and OBC was increased to 65% from 50%. He said that he had already recommended the centre to include state’s 65 percent quota legislation in 9th Schedule of the Indian constitution. The Chief Minister said 94 lakh poor families were reported in the survey and his government has started giving Rs 2 lakh annually to each of the poor families. On the issue of SCS to Bihar, Nitish said that he had launched movement in 2010 and was agitating in support of the demand since then. Considering his request, the CM said that the centre has extended assistance at various levels and was ready to do more. He said the pandemonium being created by the opposition on the issues were illogical and meaningless as everything has been done in respect to the demands of the state. Pointing towards the opposition especially the Congress, Kumar questioned why the SCS was not given to Bihar during the Regime of UPA? The opposition however continued shouted slogans from the well against the Chief Minister. The speaker repeatedly requested the opposition members to resume their seats and let the proceedings to continue but the opposition did not budge even an inch. Later the speaker adjourned the house at 11:28 a.m. till lunch. Earlier intervening into the opposition's ruckus, Parliamentary Affairs Minister Vijay Kumar Chaudhary said that the Chief Minister had already recommended the Centre to include the 65% quota legislation in the 9th schedule. He said challenging the decision of the Patna High Court which had granted stay on the increase in the percentage of reservation, the state government has approached Supreme Court on the issue. When the opposition members from well started speaking on the Union budget, the speaker asked them to refrain from doing so as their national leaders have already hailed it. Nand Kishore Yadav repeatedly requested the members to resume their seats. He said the opposition members were creating hurdles in taking up the issues of public concern in the house. He said it seems the opposition wanted to take a mileage in the media and was least concerned with the common public issues. The speaker said that the ruckus being created by the opposition from the well was pointless and later he adjourned the house till lunch...////...
