Itanagar, Mar 6 (Reporter) The Arunachal Pradesh Legislative Assembly witnessed the introduction of four important government bills on the opening day of the five-day Budget session on Thursday.
The session will continue till March 12.
These bills, including two fresh and two in amended form, aim to bring key reforms across various sectors, focusing on governance, financial management, and social welfare.
Deputy Chief Minister and Minister of Tax & Excise, and Narcotics Chowna Mein introduced the Arunachal Pradesh Goods & Services Tax (Amendment) Bill, 2025, aimed at ensuring better tax administration and compliance of the Arunachal Pradesh Goods & Services Tax Act, 2017.
Mein, also the Minister in-charge of Planning and Investment, tabled the Arunachal Pradesh Arun Parivar Patra Authority Bill, 2025, which seeks to create a family-centric citizen database. This initiative will streamline delivery of public welfare schemes and services, ensuring efficiency and transparency in governance.
“Since there is no legal framework in the state to facilitate efficient, transparent, targeted delivery of welfare schemes, it is felt imperative to enact a law for good governance, efficient and targeted delivery of public welfare schemes and services to the individuals residing in Arunachal Pradesh.
The expenditure for which is incurred from the Consolidated Fund of the State, using Arun Parivar Patra ID and identifier and constitution of Arunachal Pradesh Arun Parivar Patra Authority to properly monitor the effective implementation of Act,” read the Bill statement of objects and reasons.
Land Management Minister Balo Raja introduced the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) (Amendment) Bill, 2025, aimed at streamlining land dispute resolutions. As per the amended legislation, the state government may, by notification, appoint any officer, not below the rank of Deputy Commissioner, as appellate authority where the Deputy Commissioner while acting as an Estate Officer has passed an order against which appeal is filed.
Water Resources Minister Biyuram Wahge introduced the Arunachal Pradesh Flood Plain Zoning Bill, 2025, which provides for zoning of flood plains of rivers across the state.
When enacted, the legislation will help the state government avail the CSS funds from the onboard Flood Management Border Area Programme (FMBAP) under the Ministry of Jal Shakti, Government of India, for implementation of FMBAP projects.
Meanwhile, Speaker Tesam Pongte announced a four-member panel of Chairman for the current session, including Jikke Tako, Ninong Ering, Mutchu Mithi, and Chakat Aboh.
The Assembly also witnessed the laying of several key papers on the table of the House, including the ‘Report on Roadmap of Education Scenario of the State’ by Education Minister Pasang Dorjee Sona, and adoption of the 3rd Report of the Business Advisory Committee.
