Patna, July 23 (Reporter) The special status issue rocked Bihar assembly which was adjourned twice following pandemonium created by the opposition during the pre-lunch session on Tuesday.
The slogan-shouting opposition members continuously created a ruckus and trooped to the well in the lower house. Following their noise, the speaker Nand Kishore Yadav adjourned the house till noon within 15 minutes it had assembled for the day and again at 12.15 hours till lunch.
Soon after the house reassembled at 12 hours, the members again raised the issue and trooped to the well creating noise and shouting slogans demanding the resignation of the Chief Minister Nitish Kumar as he, since long had been demanding the special state category to Bihar. The speaker requested the members to resume their seats.
Amid their noise, annual reports of the Bihar Public Service Commission and various bills of different Departments including Commercial Taxes, Environment Forest and Climate Change, Social Welfare, Law, and the reports of various committees were tabled in the lower house.
The speaker, after turning down the three adjournment motions moved by the opposition took up the Zero Hour proceedings however it could not be completed due to the ruckus.
The speaker tried to bring the house in order but in vain following which he adjourned the house for the second time at 12:15 p.m. till lunch.
Earlier when the house had assembled for the day during the pre-lunch session, the opposition members created noise from their seats to which the Speaker requested them to raise the issues during Zero Hour. The opposition members carrying banners and placards trooped to the well. Amid noisy scenes, the question hour proceedings were taken up.
Congress legislator party leader Shakeel Ahmed was seen carrying a rattle which he began to bang, to which the speaker angrily asked him to refrain himself. By the order of the Speaker, the Marshalls snatched the banners and posters from the opposition members who continued to create noise from the well of the house.
The short-noticed question hour proceedings continued, however, due to the ruckus, the proceedings could not be heard.
The Speaker repeatedly requested the opposition members to resume their seats.
Meanwhile, intervening in the situation the Parliamentary Affairs Minister Vijay Kumar Choudhary said the government was ready to reply on the issue if the members resume their seats and raise them properly. Pointing towards the opposition members, Chaudhary said the special state category demand was turned down initially by them (opposition).
The opposition members continue to shout slogans at the top of their voices from the well of the house. The pandemonium continued for nearly 15 minutes after which the speaker adjourned the house till noon.
