SC to hear plea seeking election of Deputy Speakers in 5 states

New Delhi, July 15 (Reporter) The Supreme Court on Monday agreed to hear on July 22 a set of petitions complaining against legislatures not electing a Deputy Speaker, a post with as per convention is occupied by a member of the Opposition. A PIL has been filed by Senior Advocate Vibha Dutta Makhija citing Article 93, which says “non-election of the Deputy Speaker is against healthy democratic functioning”. The three-Judge bench comprising Chief Justice of India D Y Chandrachud, Justice J B Pardiwala and Justice Manoj Mishra agreed to hear the petition and listed the matter to next Monday. Makhija, appearing on behalf of the petitioners in her PIL had submitted that as per Article 93 and Article 178 of the Indian Constitution, legislatures needed to conduct elections for the post of Deputy Speakers. She highlighted that the states of Rajasthan, Madhya Pradesh, Uttar Pradesh, Uttarakhand, Jharkhand, and Manipur did not have a Deputy Speaker. She added that Manipur has not been mentioned in the petition.
