New Delhi, Feb 3 (Reporter) The Supreme Court on Monday issued a notice in a writ petition filed by Advocate Brajesh Singh, seeking the removal of Bihar Public Service Commission (BPSC) Chairperson Parmar Ravi Manubhai, terming his appointment "illegal" and "arbitrary." A bench comprising Justice PS Narasimha and Justice Manoj Misra issued a notice but expressed concerns over the advocate's involvement in the matter. "Our only problem is who filed this? What is your background? Why are you filing this petition? As a lawyer, you should keep away from all this," Justice Narasimha cautioned the petitioner. The petition contended that the appointment violates Article 316 of the Constitution, which emphasizes the need for "impeccable integrity" in such positions. The petitioner argued that Parmar Ravi Manubhai, prior to his appointment, served as Additional Chief Secretary in the Department of Mines & Geology, Government of Bihar, and faces multiple charges, including corruption and forgery. "It was submitted that Respondent No.2 is a named accused in Vigilance Case under various sections of the Indian Penal Code and the Prevention of Corruption Act, 1988. Despite this, he was appointed as Chairperson in blatant disregard of constitutional and legal principles," the petition stated. The petition further alleged that the appointment was the result of a "deadly nexus of bureaucracy" and disregarded the precedent set by the Supreme Court in State of Punjab v. Salil Sabhlok (2013), which emphasized that integrity and competence are essential for such appointments.
