New Delhi, Aug 1 (Reporter) Prime Minister Narendra Modi extended a warm welcome to visiting Vietnamese PM Pham Minh Chinh at Hyderabad House today after which the two sides sat down for substantive bilateral talks to energise the Comprehensive Strategic Partnership.
