Madurai, Apr 3 (Reporter) Asserting that federalism will blossom in India only if the anti-people BJP-led regime at the Centre ended, Tamil Nadu Chief Minister and DMK President M K Stalin on Thursday gave a clarion call to fight unitedly to defeat fascism.
Addressing a Special Seminar on “Federalism is the Strength of India” at the CPI-M's 24th National Congress here this evening, he accused the Centre of being allergic to the word Federalism itself.
"They did not like talking about due rights of the States. The main states which were being largely affected by the authoritarian attitude of the ruling BJP at the centre was me and my colleague
Pinarayni Vijayan (Kerala Chief Minister), who also addressed the event earlier.
Pointing out that the first line of our Constitution clearly says that India was a Union of several states, he said "That's why I call it as a Union government...I am not talking anything which is not in law".
"But they (the BJP government) cannot even tolerate this...their anger on this only reflected their dislike for equal sharing of power", he said, adding, as far as the DMK was concerned the State autonomy was its lifeline, which was time and again stressed by late leaders and Chief Ministers
DMK Founder C N Annadurai and DMK Patriarch M Karunanidhi.
Mr Stalin recalled a resolution adopted in the State Assembly in 1974 pressing for State autonomy
and said the DMK has been continuously fighting for this, but the BJP government is functioning like
a fascist regime.
Flaying the BJP regime at the Centre and taking a dig at Prime Minister Narendra Modi, Mr Stalin
recalled Mr Modi's words that his functions would centre on according equal powers to the States.
"But now this same government is now hellbent on destroying the states, their regional languages, several races and crushing the people's beliefs", Mr Stalin charged.
After making all the Constitutionally formed organisations as a 'Dummy', the government was functioning with a fascist attitude with the intention of concept of creating "One Nation, One Religion, One Language, One food, One election, One exam, One principle" in a bid to hand over the entire gamut of power to the hands of one person.
Calling for defeating the fascism that has been emerging in various forms, he said it could be attained only through a sustained campaign by staying united with the aim of keeping people's welfare alone in mind.
"Because, only if there is a change of government at the Centre, Federalism will be protected in India and veteran leaders like CPI-M Polit Bureau member Prakash Karat has been consistently fighting for this and should continue with their fight. We are also ready to fight along with you", he asserted.
Recalling Mr Modi's remarks in 2012 when he was the Gujarat Chief Minister that to strengthen the Centre-State relations the Sarakaria Commission and Poonji Commission recommendations should be implemented, Mr Stalin sought to know what action Mr Modi had taken this regard after having become the Prime Minister for the third time.
"You (Mr Modi) are scheduled to visit TN in the next two days and you should reply to this", he said and recalled the resolution adopted in the State Assembly on retrieval of Katchatheevu asking for a
reply to it also.
Slamming Mr Modi of snatching the state's rights through various laws, he said the Centre had taken away the State' rights in the form of GST and was also not according assent for Acts and Bills passed in State Assemblies by the non-BJP ruled states and Opposition parties.
Accusing Mr Modi of scuttling the growth of non-BJP ruled states by making the Governors to function like a BJP State leader, threatening the government, toppling them, breaking the parties and coercing leaders to switch loyalty to other parties. "This means that your intention is that there should not be any states at all", he further charged.
Referring to the Waqf (Amendment) Bill passed early in the morning in Lok Sabha against which
a resolution was adopted in the Tamil Nadu Assembly demanding its complete withdrawal as it
severely affects the Muslims, he said it was an affront on Constitution and that the DMK will move
the Supreme Court against this.
Upping his ante against the Centre, he said the centre was trying to destroy the federal principles, which is an integral part of the Constitution, in the name of delimitation and states like TN, Kerala
and Karnataka and other states are also strongly opposing it.
He also recalled the resolution adopted at the first JAC meeting demanding maintenance of status quo and freezing of delimitation process for the next 25 years.
"But till date Mr Modi has not answered to it...the BJP is running a regime that snatches the rights of the States..this is fascism", he said.
Only if the BJP rule, which is functioning against State autonomy, federalism, social justice and communal harmony, is ousted, Federalism will blossom in India".
"Let's mobilise all the democratic forces in India...The DMK is supporting it and will support it. Let's fight together and defeat fascism", he added...////...
