Chandigarh, Aug 14 (Reporter) The by-poll to one Rajya Sabha seat in Haryana will be held on September 3, Returning Officer Saket Kumar announced on Wednesday. Kumar said nominations can be submitted till August 21. The scrutiny of nomination papers will take place on August 22. Candidates can withdraw their nominations until August 27.
