Chandigarh, Jan 7 (Reporter) Congress General Secretary Kumari Selja on Sunday accused Haryana's BJP-JJP alliance government of "tarnishing" the slogan of "Save Daughters, Educate Daughters" (Beti Bachao, Beti Padao) which, ironically, had been raised by Prime Minister Narendra Modi from the soil of the state.
She said Haryana is leading in cases of illegal abortions and sex determination. It shows that the Pre-Conception & Pre-Natal Diagnostic Techniques (PC-PNDT) Act, 1994 and the Medical Termination of Pregnancy (MTP) Act of 1971 are not being effectively implemented in the direction of curbing these practices.
Kumari Selja said the Central government has prepared a report regarding sex determination of foetuses and illegal abortions through illegal means in various states of the country. This report mentions cases registered in different states to prevent sex determination of the foetus under the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act of 1994 and to prevent illegal abortions after such determinations under the Medical Termination of Pregnancy (MTP) Act of 1971.
She said the report reveals that in five states- Haryana, Punjab, Uttar Pradesh, Gujarat and Delhi- sex determination of the foetus is still being practised, with Haryana topping the list. Out of 57 cases in these five states, 37 (58 per cent) cases have emerged from Haryana alone.
Similarly, cases of illegal abortions have been found in Haryana, Punjab, Maharashtra, and Telangana, with 28 out of 33 cases reported from Haryana alone, accounting for 85 per cent of total cases.
Kumari Selja said although sex determination of foetuses before birth has been declared illegal in the country, the Alliance government in Haryana is unable to put a check on this.
The Haryana government should at least feel ashamed since the Prime Minister of their party's Central government had initiated the 'Save Daughters, Educate Daughters' slogan from Panipat district of their state on January, 2015. They should take concrete actions to realize this slogan.
She said even after eight years, the cases of illegal abortions and sex determination haven't ceased in the state, highlighting the failure of the BJP-JJP alliance government.
If both laws are not strictly enforced in time, the gender ratio in the state can deteriorate significantly, leading to alarming consequences in the future, for which the current government will be responsible, she added...////...
