ED provisions attach Rs 23.54 cr in AP Skill Development fund misuse case

Hyderabad, Oct 15 (Reporter) The Directorate of Enforcement (ED), Hyderabad Zonal Office, has provisionally attached immovable and movable properties worth Rs 23.54 crore under the Prevention of Money Laundering Act (PMLA), 2002. This action is part of an investigation into the misuse of funds related to the Andhra Pradesh State Skill Development Corporation (APSSDC) Siemens Project, which aimed to promote skill development and entrepreneurship in the state, ED said in a statement in its web-site on Tuesday. The ED initiated its investigation based on an FIR registered by the Andhra Pradesh Criminal Investigation Department (AP CID) concerning the APSSDC Siemens Project. The case involves M/s Designtech Systems Private Limited (DTSPL) and others, accused of cheating the Andhra Pradesh government by diverting and siphoning off funds allocated for the Siemens project for other purposes. The investigation revealed that Vikas Vinayak Khanvelkar, Managing Director of DTSPL; Soumyadri Sekhar Bose (alias Suman Bose), the former Managing Director of Siemens Industry Software India Private Limited; and their associates Mukul Chandra Agarwal and Suresh Goyal, allegedly diverted government funds using shell companies through complex, multi-layered transactions. They reportedly siphoned off the funds by generating bogus invoices under the pretext of supplying materials and services. Additionally, the accused utilized entry providers to facilitate the diversion of funds, for which they paid commissions. The ED identified the proceeds of crime linked to the accused and the entry providers and traced various movable properties, including bank balances and shares, as well as immovable assets like residential properties in Delhi NCR, Mumbai, and Pune, which have now been attached. Previously, the ED had attached fixed deposits amounting to Rs 31.20 crore belonging to DTSPL, a move that was confirmed by the Learned Adjudicating Authority under the PMLA. The ED has also arrested Vikas Vinayak Khanvelkar, Suman Bose, Mukul Chandra Agarwal, and Suresh Goyal, filing a prosecution complaint before the Special Court (PMLA) in Visakhapatnam, which has taken cognizance of the case...////...
